 SOLUTION:
 The possibility of this problem is the presence of Internet Explorer 7 installed in your computer. In this case, 
 you just need to delete (or rename) the following   file:
 
 %UGII_BASE_DIR%/ugii/psapi.dll
 
 Better to rename the file like "psapi.dll_renamed" to protect the file.
